The BBC has asked hundreds of companies across the UK and around the world to explain why they have not hired more people in the past year.
Its chief executive, Richard Branson, has been pressing companies to consider whether they can recruit more staff quickly.
He said the government needs to do more to encourage people to stay in the UK, which could include introducing a cap on the number of people who can move to the country.
The government says the cap will allow businesses to hire up to 50,000 new workers a year, but some argue the cap has been a slow-burner.

That was up 1.2% on the previous month.
But the unemployment rate, which excludes those who are actively looking for work, was still 8.4%, compared with the 4.1% rate a year earlier.
The rise in the number unemployed has been driven by the economic crisis, which saw the UK economy shrink by more than a quarter, while people lost their jobs.
The Office for National Statistics (ONS) said in January 2017, there were 7.7 million unemployed people in Britain.
However, there was a jump in the proportion of people without work in April and May to 17.3% and 17.4% respectively.
There were also 1.7m jobseekers, up 1,200 on January and 2,100 on April.
It is not clear whether this has affected the overall unemployment rate.
The ONS said in February 2017 that there were 2.7M jobseekers in the labour force, but that figure had now dropped to 1.6M.
Mr Hammond said there had been a drop in the share of people not in the labor force, which had dropped from 20% to 17% in the previous year.
However this figure was down from 22% in 2016.
A Labour Party spokesman said: The Tories have repeatedly called for a national cap on immigration, yet they have failed to act to bring in enough new people to meet the Government’s own forecasts of hiring in 2017.
He added: “Labour will continue to work with the government on measures that make our economy stronger, while tackling poverty and tackling immigration.”
A Labour spokesperson said: A cap on numbers of people entering the UK has been on the table for a long time.
But, it is still not fully supported by the evidence.
The UK has a massive population of more than 1.5 billion people, many of whom are not working and many of them need social support.
The latest data show that there are 2.2 million people out-of-work in the country, down from 2.4 million the year before.
